Steven Bloch, Ph.D., has been a Traffic Safety Researcher and Policy Analyst with the Automobile Club of Southern California for more than 20 years.  He's worked exten­sively in the area of traffic safety policy and research, and drinking and driving prevention. 

For the past eight years, he’s coordinated the AAA and the Center for College Health and Safety’s seven-state College and University Drink­ing and Driving and Alcohol Preven­tion Awards program

Steve helped pass Graduated Driver Licensing laws for teen drivers in California, Texas, New Mexico and Hawaii and completed several evaluations of the laws' effectiveness.  His recent research focuses on holiday drinking and driving and long-term trends in drinking and driving crashes.

He is currently a member of California’s Strategic Highway Safety Planning Committee and the Costa Mesa Drinking and Driving Task Force.

Steve holds a doctorate in Sociology from the University of Southern California.

Dr. Kathleen Clark is the principal of the California Academy of Mathematics and Science (CAMS), a four-year comprehensive high school, located on the campus of CSUDH.  The high school is an educational partnership between the CSUDH, CSU, Long Beach Unified School District and ten other Los Angeles Basin school districts. As the founding principal of CAMS, Dr. Clark has managed the high school since it opened in 1990.  Under her leadership, CAMS has raised over $12 million in private support for its innovative programs, including more than $5 million for new facilities. The CAMS facilities, completed in 2001, have been recognized for educational design excellence by The American School and University Magazine. CAMS is currently constructing a technology building which includes several engineering labs and computer labs.  The project is slated for completion in the spring of 2007.

Under Dr. Clark’s direction, CAMS has received numerous awards and acknowledgements.  In 2004, the high school was recognized as a California Distinguished School, and in 2005 as a National Blue Ribbon High School.  CAMS was featured in the U.S. Department of Education’s newsletter, The Achiever (5/05). The high school was also featured on the U.S. Department of Education’s syndicated news program, Education News, Parents Can Use, (09/05).

Before opening CAMS, Dr. Clark managed magnet programs in the Long Beach Unified School District. She earned a B.A. from the University of Massachusetts, Amherst, and completed her doctoral work in Institutional Management at Pepperdine University.

Biography

Steven M. Jacobs is Division Staff Operations Manager at Northrop Grumman Mission Systems in Carson, California. Prior to this role, he was Director of Software Development at Beckman Coulter, developing computerized clinical systems. Prior to joining Beckman, Mr. Jacobs managed the Human Machine Interface (HMI) Systems Department at TRW in Redondo Beach, California. He managed a group of engineers developing user interface and web applications software for various government and commercial applications. Mr. Jacobs has over 26 years software development project experience. He is received his M.S.C.S. from UCLA, B.A. in Mathematics from Monmouth University (N.J.)

Steven M. Jacobs is an Adjunct Assistant Professor in the USC Department of Computer Science. He has developed courses in user interface design for UCLA Extension and ACM. Mr. Jacobs has chaired two workshops and a panel session at ACM SIGCHI "CHI" conferences. He is a member of the Editorial Board of ACM Interactions magazine. He has authored over 20 publications on software engineering and user interface related topics.

Dr. Laidlaw is Director, Compliance and Regulatory Affairs at Los Angeles Biomedical Research Institute, a position he has held since 1990.  He is also Director, Educational Outreach and an Adjunct Professor of Medicine and Academic Administrator in the David Geffen School of Medicine at UCLA.   He chairs the Research Oversight Committee of the Department of Health Services of the County of Los Angeles. He has also served as a member of the advisory group which helped in the development of the VA Human Research Protection Accreditation Program, and is a Council member for ARENA, the membership organization for human research program administrators.  He is a graduate of the University of Glasgow, UK.  His scientific background includes research in biochemistry and nutrition.    He is married and lives in Long Beach.

His association with CSUDH extends back to 1998.  He has served as coinvestigator and program coordinator for four NIH-funded training programs – IMSD, U*STAR, Bridges to the Baccalaureate and RISE.  He also teaches a research ethics course annually for CSUDH faculty and students.

Captain Rogers has worked for the Los Angeles County Sheriff’s Department (LASD) since 1985.  He is currently the Unit Commander of Carson Station.

Captain Rogers’ previous assignments include 2 ½ years as the Program Director of the Regional Community Policing Institute - Los Angeles (RCPI-LA).  The RCPI-LA is a federally funded program designed to promote the growth and institutionalization of Community Policing by providing training and technical assistance to law enforcement agencies and communities within Los Angeles, Orange, Ventura, Santa Barbara, Kern, and San Luis Obispo Counties.
Captain Rogers’ patrol assignments have included Carson, Pico Rivera, and Lomita Stations.  He has also worked Training Bureau, Detective Bureau, and a variety of Custody assignments.  His involvement in Community Policing began in 1991 when he was asked to develop and implement the first station-wide Community Policing program in the LASD’s Field Operations Region II.  He was subsequently selected as a founding member of the LASD’s Community Policing Committee which developed the Department’s, “Community Policing Strategy.”  In 1999, he was recognized for his efforts by being awarded the Department’s Distinguished Service Award. 

Captain Rogers’ published work includes his Master’s Thesis, The Centerview Project: An Experiment in Team Policing, and the articles, “An Experiment in Team Policing,” and “A Blueprint for Community Policing,” for Law and Order magazine.  He also authored the legislative proposal which created California Penal Code Section 148.6 (False Complaints Against Peace Officers).  He holds an M.A. in Sociology and a B.A. in History.  In March of 2001, he was elected to serve on the Lakewood City Council and re-elected in 2005.  He has served one term as Mayor (2004-05).

For over 25 years, Mr. Jan Vogel has served the South Bay Workforce Investment community encompassing the eight cities of El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Manhattan Beach, and Redondo Beach.  Under his leadership, the South Bay Workforce Investment Board has taken a leading role in the development of job training services; not only within Los Angeles County, but throughout Southern California.  During his tenure as Executive Director of the South Bay Workforce Investment Board, formerly the South Bay Private Industry Council, the Board has:

  • Directed formation of the South Bay Business Resource Network, a new WIB-based business services program serving the South Bay business community, which is rapidly gaining statewide recognition.
  • Administered the $18 million Private Industry Council Aerospace Network of PAN, the single largest grant of its kind in Department of Labor history.
  • Received the first Employment Training Panel (ETP) funded welfare-to-work upgrade training award at $1.1 million, allowing for the training of former welfare recipients who are currently working.
  • Formed the South Bay School-to-Work Opportunities Alliance that successfully brought millions of dollars to local school districts.
  • Created the Frame Relay Network, and its accompanying Regional Training Vendor Director (RTVD), supplying vendor contracts and information to JTPA/Workforce Investment Area and Welfare-to-Work offices from Santa Barbara to San Diego.

Mr. Vogel received both his Master of Arts in Education and Bachelor of Arts in Political Science and Economics from California State University Dominguez Hills.  Additionally, he holds a California Administrative Services Credential from California State University Long Beach and a Lifetime K-12 Teaching Credential.  He was an adjunct Professor in the School of Professional Studies at Pepperdine University.
